Step 1

Gather Documents Early

Make sure you keep the following safe:

Live Born Record (or mother and baby discharge summary)
Personal Child Health Record (Red Book)

These are vital as they will help you prove your child’s identity.

Step 2

Letter From Your Midwife

Print out a letter template for your midwife to sign and stamp with their registration number.

💡 Tip: If possible, also get a photo of your child and ask the midwife to sign the back stating, “This is a true likeness of [child’s name].” This isn’t essential, but can help support your application.

Step 3

Register with Your Local GP

You’ll likely face some resistance here, but it is possible.
Insist on registering your child with your GP without a birth certificate. Reference NHS guidance if needed.

You may be asked to provide:

Your child’s red book
Your passport
The other parent’s passport (if applicable)

Letter from GRO (6-Month Wait)

You must wait six months before contacting the General Register Office (GRO) to confirm that your child’s birth has not been registered.

After the six months:

Send a letter asking if there is any record of your child’s birth.
You’ll receive confirmation that there is no trace of registration.
Then, send another letter along with your statutory declaration stating your intent not to register.
The GRO will reply acknowledging your decision.
